Change 1: Route 24 & 25 both end/begin at Admirals Walk instead of Tillicum Centre

Benefits:

Can enable one of:

More route 9 trips (a future frequent transit route).
More route 11 trips ( a local transit route).
Creation of route 40 (a future frequent transit route).
Would simplify transit service in the area of Cowper, Obed and Gorge Road.

Considerations:

Removes transit access in both directions across Craigflower Bridge
Makes the transit journey between Tillicum Centre or Gorge Plaza and Admirals Walk time-consuming despite being close by.
Saanich West is the biggest destination for residents of View Royal, Songhees and Esquimalt First Nations

Change 2: Route 24 stays at Tillicum Mall; Route 25 is adjusted to end/begin at Dockyard. Note: Route 25 trips to/from Shoreline for school bell times would be kept.

Considerations:

Route 24 would be aligned to travel along Gorge Road on order to provide more direct access to/from Gorge Plaza, as well as access to the waterway park.
Connectivity between Tillicum Centre and Admirals Walk would be reduced by about half from fall 2023 service
